The hidden archive was stored beneath the original Bellwether facility.
The place where Nora had first found the photograph.
Daniel had designed it himself.
They returned just before sunrise.
The building was surrounded by federal agents.
Ethan looked at Nora.
“There’s no way through.”
Daniel smiled.
“There’s always a way through.”
He led them through an old drainage tunnel.
Inside the facility, everything had changed.
The machines were running.
Screens covered the walls.
Bellwether was alive again.
Nora walked into the control room.
On the central monitor was a map of the United States.
Millions of dots covered it.
Each represented a person.
She looked at Daniel.
“How many?”
“About eighty million.”
Nora felt sick.
Ethan stepped toward the console.
“Can we shut it down?”
Daniel shook his head.
“Not anymore.”
“Why?”
“Because Argus isn’t here.”
Nora turned.
“What?”
“This facility is only a terminal.”
“Where’s the main system?”
Daniel looked at her.
“Washington.”
Suddenly the doors locked.
A voice came over the speakers.
Hale.
“You’ve made this unnecessarily difficult.”
Nora walked toward the microphone.
“You killed my mother.”
Hale answered:
“I prevented a larger disaster.”
“You murdered her.”
“I saved thousands.”
“That’s what people like you always say.”
Silence.
Then Hale said:
“Your father knows what happens when systems fail.”
Daniel closed his eyes.
Nora looked at him.
“What does he mean?”
Daniel finally told her the truth.
Before Bellwether, he had worked on a military prediction program.
He had helped design the original algorithms.
Hale had not created the system.
Daniel had.
He had believed it could save lives.
“I built the machine.”
He looked at Nora.
“And then I realized it could decide which lives mattered.”
The truth destroyed whatever remained of his innocence.
Nora understood.
Her father wasn’t only a victim.
He was also responsible.
She walked to the console.
“Can we expose everything?”
Daniel nodded.
“But once you do, there is no going back.”
Nora looked at Ethan.
He nodded.
“Do it.”
She pressed the button.
Every file began uploading.
Then the system displayed one final prediction.

Nora stared.
Then smiled.
“Looks like I’m finally doing something unexpected.”
